I am a scholar and practitioner interested in working at the intersection of these worlds. My research addresses two fundamental problems: how best to protect civilians, particularly those who intervene in violent conflict, and how to make such intervention more effective, ethical, and responsive to local needs and circumstances. In addition to my book Aid in Danger, I have published dozens of academic articles and policy reports (see my publications and research pages).
I have worked for both government and non-government agencies. several international development NGOs, both in the United States and in Africa, as a project manager, consultant, and conflict analyst. I have trained individuals and organizations around the world in conflict analysis and resolution. In September 2022 I became Director of the HCRI at the University of Manchester. Prior to my current position as Professor of Humanitarian and Conflict Studies at HCRI, I was Senior Research Fellow at the Humanitarian Policy Group and served as a Science and Technology Policy Fellow with the American Association for the Advancement of Science (2014-2016) at the US Agency for International Development's US Global Development Lab. I served on the faculty of the Kroc Institute at the University of Notre Dame and Conrad Grebel University College (University of Waterloo, Ontario). My teaching at these institutions focused on conflict transformation, humanitarian action, and peacebuilding. I was a 2016-2017 Fulbright-Schuman Research Scholar at the Humanitarian and Conflict Response Institute (University of Manchester) and the Department of Peace and Conflict (University of Uppsala).
